At the beginning of the school year, the Headmaster appoints new prefects, as well as one Head Boy and one Head Girl from all of the seventh-year students. On the Hogwarts Express, the Head Boy or Head Girl of their house has to go through all the things that are needed to know to be a prefect. Most Head Boys and Head Girls were once prefects, although that is not a necessity; one example being James Potter, who was Head Boy despite not being a prefect.
You have the same powers as Prefects (So I'd read the app for prefects so you get the jist of what you can do)
but on top of that, you also need to watch to see if any prefects are abusing their power.
If they are, you are allowed to inform any admin, give an example of such behavior, and they will be docked 5 points, which you will earn in their stead.
