The walls of Arkham City have fallen, allowing the inmates that dwell within passage back into New Gotham, a shining example of how cities can be rebuilt, however evil lurks within the shadows. Joker plans his grand re-entrance in the shadows after supposedly dying whilst The League of Shadows has fallen into the hands of David Cain, head of Arkham TYGER security. The wedding bells are ringing for Vandal Savage and Talia Al Ghul, soon to become Talia Savage! What will happen to Arkham City? Who will try to rebuild it, and who will try to decimate it?
